Elderly people aged 65 or above who hold a valid Hong Kong identity card or a "Certificate of Exemption" issued by the Immigration Department are eligible to receive and use Health Care Vouchers to pay for private primary healthcare services. Currently, each eligible elderly person can receive Health Care Vouchers worth HK$2,000 annually, with a cumulative limit of HK$8,000. Starting from the year they become eligible for the Elderly Health Care Voucher Scheme, the amount of Health Care Vouchers they can receive for that year will be automatically deposited into their medical voucher accounts on January 1st .
Unused Health Care Vouchers amounts can be carried forward to subsequent years. However, the total amount accumulated in each eligible elderly person's account on January 1 each year (i.e., the amount of Health Care Vouchers issued on January 1 of that year plus the remaining unused Health Care Vouchers from previous years) must not exceed the cumulative limit at that time.
The government encourages eligible Hong Kong elderly people aged 65 or above to use Health Care Vouchers to receive specific primary healthcare services, such as health check-ups, chronic disease diagnosis, and management, provided by private healthcare service providers. This aims to make good use of resources and promote primary healthcare.
As long as the primary reason for the elderly person's visit falls under specified primary healthcare purposes, the amount of Health Care Vouchers used for that service can be accumulated to earn rewards for future payments for such specific primary healthcare services.
If an elderly person uses at least HK$1,000 in Health Care Vouchers for specific primary healthcare services in the same year, the eHealth (Subsidies) System will automatically issue a HK$500 reward to their Health Care Vouchers account.
The Elderly Health Care Voucher Reward Pilot Scheme ("Reward Pilot Scheme") lasts for 3 years, ending on December 31, 2026. An elderly person can earn the reward only once per year, up to a maximum of HK$1,500 during the Reward Pilot Scheme. These vouchers can be used to pay for a variety of medical services, including general outpatient, specialist consultations, dental services, physiotherapy, and purchasing medication.
Additionally, the scheme emphasizes the importance of preventive healthcare services. Elderly people who participate in health check-ups, such as blood pressure checks, blood sugar checks, or bone density checks, can earn additional Health Care Vouchers as rewards. This helps in early detection of health issues and reduces the risk of serious diseases through regular check-ups.
